Heat water, sugar and flour over medium heat until thickened. Remove from heat, then add margarine and strawberry gelatin. Set aside to cool. Meanwhile, combine cream cheese and powdered sugar and beat until light and fluffy. Spread cream cheese mixture over the crust. Arrange sectioned grapefruit in a circular pattern on top of the cream cheese filling. Top grapefruit with cooled gelatin mixture. Refrigerate overnight. Garnish with a sprig of mint, if desired.
