In a large soup pot, bring the broth and water to a boil. Add potatoes, carrots, celery and sautéed onions. Continue boiling while adding salt, pepper, garlic and bouillon. Turn down the heat and simmer the contents for approximately 2 hours. Taste and add more seasoning if necessary. Finally, add the pasta and chopped turkey and simmer for an additional 1-15 minutes. Serve hot with toasted garlic bread.
